Second Shirley Burden plate in the checklist; count verified by grep this session against one prior plate at photo-0074 (#78, Section 9 Children (A), USA, American, 18 x 16 cm). Both Burden plates so far set in the USA and credited American; print sizes differ markedly (18 x 16 vs 48 x 45 cm — the second plate is among the larger plates in the show). The PDF page 23 image (inspected this session) prints the entry verbatim as ‘445 U. S. A. Shirley Burden, American 48 x 45’. Caption 39 (Jefferson, ‘I know no safe depository of the ultimate powers of society but the people themselves…’, install below 445, 2 1/2 x 45 cm) is printed on page 23 anchored to this row per image inspection this session; per established convention captions are not given separate CSV rows. This row closes Section 38 GOVERNMENT. The next plate by numerical order is #446 (Reva Brooks, Mexico) which begins SECTION 39 FACES — recorded next; per the out-of-order convention, #446 is PRINTED on page 22 BEFORE #441-#445 on page 23 but NUMERICALLY follows #445.
